Wry and (somewhat?) unclean industries

To some or a large degree, the Canadian government controls the gambling and lotteries industries because by doing so, it can supplant illegal activities in those areas which surely would happen due to the human nature and would usually be gang-related and gang-controlled otherwise. So the government runs those industries which inherently aren't clean. Think about the wryness of that.
