There IS a business cost of crime, terrorism (either by the domestic government or the outside forces), and corruption!
And in addition, think about the Western companies having entered the Chinese market.
Option one: "Well, we're busier than she is," J said.
Option two: "Well, we're busier than her," J said.
Both must be correct. But the option one looks more natural to me.
