In certain degree, in the U.S. and Canada, flexibility is what the recursion of cutting the funding of cultural, social, and academic research programs during economically hard times reflects.
When the interest of all taxpayers and that of the groups whose interest gets harmed by the cutting collide, it is the latter who loses.
